November 1998 Quarterly Groundwater Monitoring Report

Section 1 - Introduction

Quarterly groundwater monitoring was performed on 6 November 1998 at Camp Stanley Storage Activity (CSSA), and is the third of five scoped quarterly monitoring events. Monitoring has been conducted at CSSA from May 1994 through November 1998. All work pertaining to the groundwater investigation up through June 1996 is summarized in the Groundwater Investigation and Associated Source Characterizations Report (Parsons ES, 1996), and results from the January-March 1997 quarterly event are in the January 1997 Quarterly Groundwater Monitoring Report (Parsons ES, 1997). As of July 1996, CSSA quarterly groundwater monitoring has been conducted under the Air Force Center for Environmental Excellence (AFCEE) Contract F41624-94-D-8136, Delivery Order 0023. Technical oversight is provided by AFCEE/ERD.

The January 1997 quarterly monitoring event is considered the first event of five under AFCEE Order DO23. The second monitoring event was conducted in October 1997, and the results are discussed in this report. The seven months separating these sampling events reflects the time required to receive approval and purchase QED sampling systems. The installation of five permanent slow purge/low flow, QED sampling systems was performed October 21-22, 1997.

The data collected from the January and October 1997 events is considered for screening purposes only, due to conflicts regarding ITS Laboratories procedures with the AFCEE Quality Assurance Project Plan (QAPP) Version 1.1. These conflicts are in the process of being resolved; however, due to lack of a qualified laboratory to analyze samples under the current AFCEE QAPP, groundwater samples were not collected at CSSA from November 1997 through October 1998.

In October 1998, groundwater levels at CSSA reached high elevations due to a large amount of rainfall. These groundwater elevations represent the highest recorded water table level at CSSA since 1991. Despite the fact that an AFCEE-approved laboratory was not yet subcontracted for CSSA work, CSSA requested a groundwater sampling event during the high groundwater table period. Therefore, the third groundwater quarterly monitoring event was conducted on November 6, 1998. These results, along with the October 1997 results, are discussed in this report.

No problems were identified in data validation with the November 1998 screening data, analyzed by DHL Laboratories (DHL) of Round Rock, Texas. As agreed by AFCEE and CSSA, DHL analyses were conducted in accordance with strict U.S. Environmental Protection Agency (EPA) SW-846 procedures.
