Partial Facility Closure Plan for
B-20 Detonation Area

Introduction

This document presents the closure plan for the B-20 detonation area at Camp Stanley Storage Activity (CSSA), Texas.  The B-20 site is an open burning/open detonation (OB/OD) unit previously operated by CSSA until 1987 for demolition of United States (U.S.) Department of Defense munitions.  The B-20 closure plan is required and must be approved by the overseeing regulatory agencies prior to any closure actions under the June 30, 1993 compliance order sent from U.S. Environmental Protection Agency (EPA) Region VI, Resource Conservation and Recovery Act (RCRA) Enforcement Section, to CSSA.  The EPA compliance order required that the closure plan comply with federal and state regulations fro closure of hazardous waste management units.

This document was prepared by Engineering-Science (ES) of Austin, Texas, for CSSA under the Armstrong Laboratory/OEB contract F33615-89-D-4003, order 126.

This closure plan has been revised to comply with all appropriate regulatory requirements for closure of hazardous waste management units as stated in 40 Code of Federal Regulations (CFR), part 265 and Texas Administrative Code (TAC) 335, subchapters A, E, and S.  This plan describes specific closure activities anticipated to be necessary to satisfy regulatory requirements for closure of the B-20 unit.  The CSSA EPA identification number TXD2210020739, and its Texas solid waste registration number 69026.

Background information pertinent to the B-20 site is presented in Section 2.  The information includes previous and current uses, surrounding land features, demolition operating procedures, and inventory of explosives and wastes associated with the site.  Section 3 is an explanation of the regulatory background for closure of hazardous waste units, selection of the closure performance standard, and closure procedures.

Sections 4 through 8 further describe the rationale and selection of specific actions involved in the closure procedures.  These procedures include closure investigation (section 4), baseline risk assessment (section 5), corrective measure study (section 6), implementation of corrective action (section 7), and final closure (section 8).  Finally, a cost estimate and schedule of closure actions is presented in section 9, and references are in section 10 (see bibliography).  The cost estimate and schedule refer only to estimated closure actions as discussed in sections 4 through 8.

Two volumes are presented for this closure plan.  Volume I consists of sections 1 through 10 and appendices A through C.  Volume II consists of appendix D (preliminary sampling analytical results).
