Soil Pile Disposition Assessment

Section 1 - Introduction

1.1 - Purpose of Report

The purpose of this report is to provide an assessment of alternatives for the disposition of excavated soils at solid waste management units (SWMUs) B-8, B-20/21, B-24, B‑28, and the Demolition Dud (DD) Area at Camp Stanley Storage Activity (CSSA), Boerne, Texas (Figure 1.1). In 1997, approximately 9,700 cubic yards of soil at these sites were excavated so that unexploded ordnance (UXO) could be removed. Excavated soils from SWMUs B-20/21, B-24, B-28, and the DD Area were also sifted due to the high concentration of metal debris in the soil matrix. The excavated and sifted soils were piled at each site and sampled. Laboratory analysis shows that they contain elevated levels of several metals. Therefore, work was initiated to determine a proper disposition alternative for the soil piles.

This assessment is prepared to meet the requirements of the �3008(h) Administrative Consent Order, described further in Section 1.3. This document assesses remediation alternatives for their ability to attain cleanup standards; protect human health and the environment; control the sources of releases; reduce toxicity, mobility, and volume; and comply with waste management standards. In addition, the short-term impacts, long-term impacts, implementability, and cost of the alternatives are compared.

 1.2 - Project Authorization

This document was prepared by Parsons of Austin, Texas, for CSSA under the U.S. Air Force Air Mobility Command (AMC) Contract F11623-94-D0024, Delivery Order (DO) RL83. It complies with all appropriate regulatory requirements stipulated in the Agreed Order. CSSA�s U.S. Environmental Protection Agency (EPA) identification number is TXD2210020739, and its Texas Solid Waste Registration (SWR) number is 69026.

The Air Force Center for Environmental Excellence (AFCEE) provided technical oversight for the delivery order. Based upon the project Statement of Work (SOW), a set of work plans to govern the fieldwork were established. These include:

1.3 - Regulatory Basis

On May 5, 1999, an Administrative Consent Order was issued to CSSA pursuant to �3008(h) of the Safe Drinking Water Act (SDWA), as amended by the Resource Conservation and Recovery Act (RCRA), and further amended by the Hazardous and Solid Waste Amendments of 1984. In accordance with the Interim Measures (IM) Implementation requirements of the Consent Order, this disposition report has been prepared to document the potential disposition of previously sifted soils located at SWMUs B-8, B-20/21, B-24, B-28, and the DD Area.

1.4 - Background

The locations of SWMUs B-8, B-20/21, B-24, B-28, and the DD Area at CSSA are shown in Figure 1.2. SWMU B-8 was a former burn area; SWMU B-20/21 was CSSA�s former open burn/open detonation (OB/OD) area; and SWMUs B-24, B-28, and the DD Area were solid waste disposal areas. Each of these sites was suspected of containing UXO. RCRA Facility Investigations (RFIs) were conducted at each of these sites, and the reports are included in Volume 3-1 of the Environmental Encyclopedia. During the RFIs, UXO removal efforts were conducted and soils and underlying bedrock were sampled. Approximately 9,700 cubic yards of soil were excavated during the UXO removal efforts. These soils, which were stockpiled at each site for future disposition, were found to contain above-background concentrations of several metals. This volume estimate does not include soils that may be generated during investigation/excavation of a newly identified trench at SWMU B-24 or during future over excavation that may be required to achieve �clean closure� at these sites.

1.5 - Report Organization

For this soil pile disposition report, Section 1 includes this introduction, which provides a facility description and summarizes the objectives of the assessment. Section 2 describes the environmental setting for each of the five units. Section 3 provides updated descriptions of the current conditions at each of the five sites. Section 4 summarizes the corrective action objectives for the sifted soil piles at the five sites. Section 5 identifies potential corrective measure technologies and Section 6 details the selection and limitations of the applicable corrective measure technologies. Section 7 presents the development of corrective measure alternatives. A description of the corrective measure standards and evaluation criteria is provided in Section 8 along with the selected remedy. Section 9 provides a cost estimates for each of the five sites based on the implementation of the selected remedy.
