SWMU B-5 RCRA Facility Investigation/Closure Report
Section 3 - Conclusions and Recommendations
SWMU B-5 was thought to have been used as a disposal area for small arms ammunition brass. The area appears disturbed in aerial photographs dating back to 1966, but the exact dates of suspected use are unknown. However, the surface disturbance could be associated with the site’s proximity to Gate 6 and the frequently-used gravel road into the North Pasture.
SWMU B-5 site investigations were performed by Parsons under two separate projects. Previous investigations with bearing on the preparation of this report include a field survey performed during September 1993. The site was difficult to locate during the initial site survey, and no evidence of disposed small arms ammunition brass was found. Subsequent actions to the September 1993 survey at SWMU B-5 include a geophysical survey and collection of three surface soil samples.
Material previously
identified at the site as “surface debris” was found to include a roll of
barbed wire fence and metal beams. These
materials have been removed from the site.
Since sampling at SWMU B-5 was biased toward areas of the SWMU that would
likely contribute to soil contamination (e.g. metal debris), the sampling scheme
is considered complete. No COCs
were detected above RRS1 criteria.

- Evaluation of Data Quality Objectives Attainment
Overall data quality objectives (DQOs) for the investigations at CSSA are provided in Volume 1-1 behind the RFI Addendum tab (Section 11 of the Work Plan Overview). A detailed list of DQOs for SWMU B-5, along with an evaluation of whether each DQO has been attained, is provided in Appendix C. As described in Section 1, the main objectives of the SWMU B-5 investigation are to determine if the site meets TNRCC requirements for RRS1 closure and to meet requirements of the 3008(h) Administrative Consent Order.
All data generated during the SWMU B-5 investigation were reviewed to confirm conformance with the AFCEE QAPP; the data verification reports are included in Appendix B. All data are considered usable for site characterization purposes. All of the initial calibration, second source verification and internal standard criteria were within quality control limits, as described in the data verification report (Appendix B).
Waste identified during site investigations (barbed wire fence and metal beams) has been removed from SWMU B-5. No other waste or evidence of waste disposal activities has been observed during site investigations at SWMU B-5. Analytical results indicate no COCs were detected above RRS1 background levels, and therefore, closure in accordance with RRS1 criteria is recommended.
