RL33 Work Plan Amendment for Data Quality Rework at SWMUs B-20 and B-21

Known/Previous Investigations: Results of previous investigations at the B-20 former open burn/open detonation (OB/OD) are summarized in the RL33 Work Plan Addendum.
In 1994 and 1995, a number of surface soil, subsurface soil, sediment, surface water and groundwater samples were collected at the B-20 site, as shown in Figure B20/21-1. Analyses were conducted by Terra Laboratory, with the exception of explosives analyses, which were conducted by ITS Laboratory. Surface clearance of UXO of the entire B-20 site was also initiated during this period.
A total of 13 soil borings have been drilled and sampled at the B-20 site. SB1 through SB10 were part of the initial investigation of the site. SB11, SB12, and SB13 were drilled adjacent to SB10, SB9, and SB2, respectively for collection of samples for synthetic precipitation leaching procedure (SPLP) and toxicity characteristic leaching metals (TCLP) metals.
Subsurface clearance of UXO at the B-20 site was initiated in the spring of 1997. Subsurface clearing was accomplished on approximately 6 acres of soil located in the northern portion of SWMU B-20. These soils were removed and sifted to recover UXO and metal fragments within the soil matrix. Approximately 2,500 cubic yards of sifted soils are currently in piles within the B-20 site. Samples were collected from the soil piles and analyzed for lead by ITS Laboratory. During this period, perimeter areas to the north and south of the site were also surface-cleared of UXO.
In addition, five soil mounds in the eastern part of the site were leveled and each of the thirteen craters scattered throughout the site were filled in with surrounding soils. A majority of the site, with the exception of the northeast corner and the eastern edge of the site was graded, and the site was seeded to prevent soil erosion.
In July 1999, approximately 100 cubic yards of spent small arms ammunition and soil contaminated with lead from SWMUs B-20 and B-21 were removed and disposed as a hazardous waste at the Texas Ecology Landfill located in Robstown, TX. The small ammunition disposal areas, which were removed, are denoted in Figure B20/21-1.
Planned Rework: Replace selected previous analytical chemistry data generated by ITS Laboratory. Because surface soils at the site have been moved, sifted, and graded since the time when surface soil samples were collected and analyzed by ITS, Parsons ES proposes that the rework sampling be focused on the soil boring analytical data. ITS provided explosives analytical chemistry data generated in 1994 under a separate delivery order. Terra Laboratory provided metals chemistry analytical data for these soil borings. To replace analytical chemistry data from ITS, Parsons ES proposes to resample eight soil borings located as close as possible to the original soil borings to gather soil samples for explosives analyses. These borings will be named RW-B20-SB1 through RW-B20-SB8. Three samples from each boring (surface, middle and total boring depth) will be analyzed for explosives. Parsons ES proposes no additional sampling efforts for the borings within the northern portion where soils have been sifted, soil borings B20-SB9 through B20-SB12. Additionally, because B20-SB13 is located in the same position as B20-SB2, Parsons ES proposes not to resample B20-SB13.
ITS has also provided lead data for the approximately 2,500 cubic yards of sifted soil located in the northern portion of B-20. Parsons ES proposes to collect five composite soil samples from the sifted soil piles and analyze them for explosives and lead. Explosives will be analyzed for because ITS conducted explosives analysis of surface soils. The sifted soil consists primarily of surface soil from the northern portion of the site. These samples will also be analyzed for lead because lead was the metal most often detected at elevated concentrations in surface soil. The purpose of these sifted soil samples was to provide data for determining potential disposal or remediation options for the soil. Since lead was the metal detected at the highest concentrations, it is viewed as the most difficult to remediate.
Rationale for Analytical Program: Based on prior usage at the site for ordnance OB/OD activities (B-20) and a disposal area for sand and spend ammunition (B-21), chemicals of potential concern include metals and explosives. Based on previous investigations, lead analysis only is included in the sampling. Ammunition may include explosives residue therefore, an analysis for explosives will be conducted. VOCs analysis is not included in the analytical program. SVOCs are not included at this site since due to the type of items disposed of.
Resampling Activities: The following field activities will be performed to gather data for TNRCC closure submittal of SWMU B-20:
The boring logs from the original drilling of SB1 through SB10 will be copied and reviewed by the supervising geologist prior to beginning any rework at SWMU
B-20. In particular, the geologist will review the PID readings and recovery volumes obtained from the existing boring.Field locate previous soil boring locations (drilled in 1994).
Complete ten soil borings in the approximate locations of the first set of soil borings, completed in 1994. Boring locations are shown in Figure B20/21-1. The rework soil samples will be collected from each boring from the same depth intervals as the first set of surface and subsurface soil samples. The total depth of each boring will be at approximately the same depth as the first set of soil borings (SB1 = 16 feet, SB2 = 15 feet, SB3 = 21 feet, SB4 = 21 feet, SB5 = 20 feet, SB6 = 16 feet, SB7 = 21 feet, and SB8 = 21). Each rework sample will be analyzed for explosives, as indicated in the table below. Additionally, collection of five composite soil samples from the sifted soil piles will be accomplished. Each composite soil sample will be analyzed for explosives and metals. QA/QC samples will be collected as described in Section 2.4 of the FSP.
Boring logs for the rework soil borings will not be completed. Instead, the original boring logs created from the boring completed in 1994 will be available onsite during rework activities. Changes to the boring logs will be made if field personnel observe a difference in the rework boring from the original soil boring.
Water is not expected to be encountered in the borings at the site. However, if water is discovered in any of the soil borings, AFCEE and CSSA will be notified immediately. Completion of monitoring wells is not included in the scope of the rework as no wells were previously installed at the site.
Handle IDW as specified in the FSP.
Analytical results of the B-20 sifted soil material, along with additional analytical chemistry data generated under a separate delivery order, will be used to determine potential treatment and disposal options as described in the RL83 amendment. QA/QC samples will be collected as described in Section 2.4 of the FSP.
