Appendix D - Training Program

Superfund Site Exercise

"Midnight dumping" of barrels reportedly occurred in a remote are of the base.

Access to the area isn't totally secure.  People from on and off the base frequently fish in the canals and reservoirs in the area.  

Civil engineering personnel saw the drums, which were placed at the inactive (essentially abandoned) hazardous waste storage area.

The dumping was noticed on a long weekend.  The wing commander activated the base's response team to determine whether the drums presented a hazard to the environment, base personnel, or the public.

A local reporter was scanning the radio frequencies and heard about the spilled drums.  The reporter contacted the wing commander directly because they were acquaintances.  The reported discussed the situation with the wing commander who invited him out to do a story on the clean-up, thinking that the show of concern for the environment would be a positive news story fot the base.  You have been informed that the reported has clearance to come out to the site and interview some of the people doing the clean-up work.

During the site safety plan development, the students will:

Plan site control measures:

Identify work zones

Identify site security measures

Identify communications systems and procedures

Identify safe work practices

Identify each team member and define their roles and responsibilities

Develop a work plan and define the objectives

Select appropriate levels of protection and other PPE

Select air monitoring instruments

During the response operations, the students will:

Implement site control measures

Complete two or more site entries as necessary

Identify and evaluate the hazards

Implement the decontamination plan and conduct decontamination procedures

Maintain site security

Maintain communication with public and press

Identify solutions to control the actual and potential hazards
