Appendix D - Training Program

Indoor Exercise

SCENARIO

Another federal agency's research facility is located on a remote area of your base.  The research facility was closed down last year due to funding cuts, and the building is not "mothballed."

A security policeman was making his rounds when he entered the facility.  After walking by one of the laboratories, he started to cough and experienced respiratory irritation.  He reported to the Emergency Room a few minutes after his exposure.

A security policeman's wife (as president of the Enlisted Wives Club) and the Wing Commander's wife work very closely together on a number of charitable activities occurring on base.  The SP's wife called the Wing Commander's wife to see if she could do anything about this terrible situation.  As a result, the Wing Commander wants to know what is going on, and what we need to do to correct the problem in the building.

This incident occurred late Friday afternoon on a three-day weekend.  You are informed of the situation early Saturday morning, and the Wing Commander wants some answers by Saturday evening.

The facility had a high level of security when it was operating, and not many people on base know exactly what type of research was done in the facility.  The building has no windows, and only a few outside doors.  The building has no electrical power at this time.  Supposedly, all the hazardous materials had been removed from the building before it was closed.  You are unable to contact anyone who knows what research was occurring in the building.

During the site safety plan development, the students will:

Plan site control measures:

Identify work zones

Identify site security measures

Identify communications systems and procedures

Identify safe work practices

Identify each team member and define their roles and responsibilities

Develop a work plan and define the objectives

Select appropriate levels of protection and other PPE

Select air monitoring instruments

During the response operations, the students will:

Implement site control measures

Complete two or more site entries as necessary

Identify and evaluate the hazards

Implement the decontamination plan and conduct decontamination procedures

Maintain site security

Maintain communication with public and press

Identify solutions to control the actual and potential hazards
