Offsite Well Survey Report

Section 2 - Background

2.1 - Current Land Use/Demographics

CSSA is located in northwestern Bexar County about 19 miles northwest of downtown San Antonio (Figure 2.1). The installation consists of 4,004.18 acres immediately east of State Highway 3351, and approximately 0.5 mile east of Interstate Highway 10. Camp Bullis borders CSSA on the north, east, and southeast. The land on which CSSA is located was used for ranching and agriculture until the 1900s (Army, 1990). During 1906 and 1907, six tracts of land were purchased by the U.S. Government and designated the Leon Springs Military Reservation. The lands included campgrounds and cavalry shelters.

The surrounding lands around CSSA are primarily used for residential or ranching purposes. Between CSSA and the nearby community of Leon Springs, the setting is primarily residential, composed of Leon Springs Villa, Hidden Springs Estates, and the Dominion developments. Some ranching/agricultural land is intermingled within those developed communities.

To the north, the eastern side of Ralph Fair Road is primarily ranch land, with some ranchette-style dwellings. Some business development has occurred at the northwest corner of CSSA in the form of strip centers to serve the community of Fair Oaks Ranch. The northwest quadrant of the CSSA vicinity is composed chiefly of the Fair Oaks development with nearly 2000 homes. The development is large, and extends northward well beyond Cibolo Creek. The Fair Oaks development is located at the convergence of Bexar, Comal, and Kendall Counties.

The immediate vicinity west of CSSA is composed of a mixture of residential and ranching acreage. Several large-acreage properties are adjacent to the west perimeter of CSSA, and contain multiple ranch-style dwellings. The residential community of Jackson Woods is also adjacent to the west perimeter of CSSA, and consists of approximately 40 large-acreage tracts. With the exception of the Interstate 10 and Ralph Fair Road intersection that is developed with small businesses, the remainder of the southwest quadrant is primarily ranching property.

For the discussion purposes of this report, the surrounding lands around CSSA have been geographically divided based on their location and primary usage. The geographic subdivisions are shown on Figure 2.2, and are identified by the following characteristics:

Camp Stanley Storage Activity (CSSA) and Camp Bullis (CB) � This geographic area includes those government lands maintained by the U.S. Army. These holdings are mostly undeveloped training and munitions storage areas. These properties account for half of the study area. All wells within the confines of CSSA have been included in this report. Camp Bullis wells within 1 mile of the CSSA boundary have been identified in this report, although specific detailed information is only available for those wells within the original �-mile survey boundary.

Fair Oaks Ranch (FO) � This geographic area is a large residential community northwest of CSSA. The development holds multiple satellite properties along Ralph Fair Road, Old Fredericksburg Road, and Interstate 10. Some of these satellite properties are maintained for water production wells. Thirty-three wells operated by the Fairco Water Company have been identified and approximately located. However, less than 20 percent are located within the confines of the �-mile survey and have been fully researched for inclusion in this report.

Jackson Woods (JW) � This geographic area is a small residential community of ranch-style homes on multiple-acre land tracts. Approximately one-third of the tracts are either undeveloped, or are jointly held as a contiguous property to a developed tract. Each developed tract has a groundwater well to furnish the homestead with potable water. While only half of the community falls within the �-mile radius from the CSSA boundary, the locations of all located wells within this community have been identified. Mostly those wells within the �-mile survey have been fully researched and developed.

Ralph Fair Road (RFR) � This geographic entity has been created to capture those locations along RFR that are not included with the Fair Oaks or Jackson Woods communities. The remaining addresses along RFR are either ranch property homesteads or places of commercial business. Several wells identified just outside of the �-mile survey have been included in this report for completeness.

Interstate 10 (I10) and Old Fredericksburg Road (OFR) Vicinity � All wells identified in this geographic division have been tentatively identified as wells outside of the �-mile survey. Locations in this area consist of both private wells serving both domestic and commercial properties. Limited data regarding these wells have been included in this report since these wells are current or potentially future offsite sampling locations.

Leon Springs (LS) Villa and Hidden Springs (HS) Estates � This geographic area has been established for nearby private wells located along Curres Creek Road, and those municipal wells which serve those communities. The Bexar-Metropolitan (Bexar Met) Water District now maintains the municipal water distribution system for Leon Springs Villa and Hidden Springs Estates. All but one well is located within a �-mile of the CSSA boundary.

2.2 - Stratigraphy/Hydrology

For completeness, it is recommended that the Soils and Geology and Groundwater Resources sections of the Background Information Report (Volume 1-1 of the CSSA Environmental Encyclopedia) be reviewed for understanding of the local physiography, geology, stratigraphy, structure, and hydrology. Specific knowledge of the environmental conditions is beneficial to understanding the development of the local groundwater resources near CSSA.
