RFI Work Plan Addendum

Area of Concern 68

Soils: Tarrant Association (rolling).

Known: The area is approximately ten feet by ten feet in size, and has been used for metal slag/debris storage from Wheelabrator operations since the 1950s. The area is adjacent to Building 90-2.

Previous Investigations: None.

Data Needs: Map, and analytical data (VOCs, SVOCs, and metals) for surface soils.

Rationale for Analytical Program: Based on prior usage at the site as a storage area for metal slag/debris from Wheelabrator operations, chemicals of potential concern include VOCs, SVOCs, and metals. Metals (arsenic, barium, cadmium, chromium, copper, lead, mercury, nickel and zinc) are included due to the metallic nature of the waste. VOCs and SVOCs analyses are included in the analytical program to detect typical contaminants associated with a Wheelabrator operation. Explosives are not included at this site since no evidence of ammunition has been found.

Closure Activities: The following activities constitute an initial investigation of the area of concern 68. This work will be completed as part of the requirements under the RCRA 3008(h) Order, but it is not currently included in any delivery order.

  1. Field map AOC 68 as described in Section 2.4.1 of the Work Plan Overview.

  2. Remove approximately one foot of surface soil from the area, including any area that contains observable metal slag/debris.

  3. Collect three grab surface soil samples from the excavated area, and three grab surface confirmatory samples from the trench below the area. Each sample will be analyzed for VOCs, SVOCs, and metals. QA/QC samples will be collected as described in Section 2.4 of the FSP.

  4. If the results of the above work indicate that the site can be closed under RRS1 without any further investigation and/or remediation, a technical/closure report will be prepared and submitted in accordance with TNRCC closure requirements. If the site does not meet RRS1 requirements, a technical report describing the results of the investigation and recommended additional investigation and/or remediation will be prepared.
