AOC 54 Final Closure Report

Section 3 - Conclusions and Closure Certification

3.1 - Conclusions and Recommendations

The site was used for battery storage. There are no records indicating that the AOC‑54 area was ever used for waste disposal. Due to the nature of use, only metals were considered to be contaminants of potential concern; therefore, soil analysis was limited to metals. Initial sample results indicated exceedances of nickel and lead above background levels. Following additional excavation (February 2004) in the areas of exceedance, confirmation sample results indicated that nickel and lead were below background levels. No odors or solid waste were found during excavation activities.

In addition, pH analyses were run for the confirmation samples to determine whether battery storage caused pH concerns at the site. All pH values were between 8.0 and 8.2 pH units. The site consists of Brackett soil, which has a pH of 7.85 (Volume 2, Evaluation of Background Metals Concentrations in Soils and Bedrock at Camp Stanley Storage Activity, Table 3.4). Since the pH analyses were very similar to the background pH for Brackett soil, the storage of batteries at the site is not deemed to have impacted site soil.

Confirmation sample concentrations show that metals at the site meet RRS1 criteria and soil pH is normal; therefore, all waste residue has been removed from the site. It is recommended that AOC‑54 be closed under RRS1.

3.2 - Evaluation of Data Quality Objectives Attainment

All data generated during the AOC‑54 site closure were reviewed to confirm conformance with the AFCEE Quality Assurance Project Plan (QAPP); the data verification report is included in Appendix C. All data are considered usable for site characterization purposes.

Overall DQOs for the investigations at CSSA are provided in Volume 1-1 behind the RFI Addendum tab (Section 11 of the Work Plan Overview). A detailed list of DQOs for AOC‑54, along with an evaluation of whether each DQO was attained, is provided in Appendix B. As described in Section 1, the main objective of the AOC‑54 investigation was to determine if the site meets TCEQ requirements for RRS1 closure and requirements of the 3008(h) Administrative Consent Order. As described above, all TCEQ requirements for RRS1 closure were met.
