Area of Concern 53

RFI Work Plan Addendum

Soils:  Tarrant Association (gently undulating).

Known:  The site is a building foundation slab near SWMU B-27 at Central Road and the road leading to the “D” Tank.  Deteriorated car-type battery cores were found at the site which is approximately 0.2 acres in size.  However, no free liquid was observed.

Previous Investigations:  None.

Data Needs:  Map and analytical data (metals and pH) for surface soils.

Rationale for Analytical Program:  Based on prior usage at the site as a storage area for car-type battery cores, chemicals of potential concern include metals.  Metals (arsenic, barium, cadmium, chromium, copper, lead, mercury, nickel and zinc) are included due to the metallic nature of the waste.  Explosives, VOCs and SVOCs are not included at this site since no evidence of waste disposal burning or ammunition has been found.

Closure Activities:  The following activities constitute an initial investigation of the area of concern 53.  This work will be completed as part of the requirements under the RCRA 3008(h) Order, but it is not currently included in any delivery order.

  1. Field map AOC 53 as described in Section 2.4.1 of the Work Plan Overview.

  2. Remove the concrete building foundation slab.  If necessary, the concrete will be handled as IDW as specified in the FSP.

  3. Collect two grab surface soil samples.  The samples will be collected underneath the removed concrete slab.  The total depth of each sample will be approximately 0-6 inches below ground surface.  Each sample will be analyzed for metals and pH.  QA/QC samples will be collected as described in Section 2.4 of the FSP.

  4. If the results of the above work indicate that the site can be closed under RRS1 without any further investigation and/or remediation, a technical/closure report If the site does not meet RRS1 requirements, a technical report describing the results of the investigation and recommended additional investigation and/or remediation will be prepared and submitted in accordance with TNRCC closure requirements.
