3.1 - Conclusions and Recommendations

The site consisted of a concrete building foundation slab. A few deteriorated car‑type battery cores were found at the site during initial site visits, however, no free liquid was observed. No previous investigations were completed at AOC‑53 prior to the closure activities described in this report.

Demolition of the building foundation was conducted during October 2004. The demolition produced approximately 440 CY of concrete debris that was disposed at an approved landfill.

During the demolition, a pesticide/herbicide odor was observed in the soil beneath the foundation. During October 2004, five screening samples were collected for VOC and SVOC analyses, and a report of TICs was also requested. Several TICs were reported in these samples, but no environmentally-regulated VOCs or SVOCs were detected.

Due to the presence of TICs and the site history, additional full QC sampling was conducted for metals, VOCs, SVOCs, and pesticides.

No pesticides/herbicides or SVOCs were detected above their respective RLs, which are RRS1 criteria for these compounds. One VOC, methylene chloride, was detected slightly above its RL. The reported result was 0.0121 mg/kg and the RL for methylene chloride is 0.005 mg/kg. There is no documented historical use of methylene chloride or methylene chloride‑containing compounds at CSSA or AOC‑53. Methylene chloride is a common laboratory contaminant and was detected at concentrations indicative of laboratory contamination.

The metals lead, zinc, and barium were detected above RRS1 at various sampling locations. After over-excavation of approximately 100 CY of soil material at these locations, lead, zinc, and barium concentrations were below RRS1.

Sampling results indicate that no contamination is present at AOC‑53. It is recommended that the site be closed under RRS1.

3.2 - Evaluation of Data Quality Objectives Attainment

Overall DQOs for the investigations at CSSA are provided in Volume 1-1 behind the RFI Addendum tab (Section 11 of the Work Plan Overview). A detailed list of DQOs for AOC‑53, along with an evaluation of whether each DQO has been attained, is provided in Appendix C. As described in Section 1, the main objective of the AOC‑53 investigation was to meet TCEQ requirements for RRS1 closure and the requirements of the 3008(h) Administrative Consent Order.

All data generated during the AOC‑53 site closure were reviewed to confirm conformance with the AFCEE QAPP; the data verification reports are included in Appendix D. All data are considered usable for site characterization purposes. Results flagged with a “J,” “F,” “U,” or “M” are considered useable.
