RFI Work Plan Addendum

Area of Concern 52

Soils: Tarrant Association (gently undulating).

Known: The site consists of two trenches that contain metal debris is approximately 0.1 acre in size, and is located west of SWMU B-4, towards Salado Creek. This site was formerly identified as SWMU B-4A.

Previous Investigations: Under Order 67, records were reviewed at CSSA during a preliminary evaluation for groundwater investigation. An EM geophysical survey was conducted on 2 February 1995, and six anomalies were observed. On 15 and 16 February 1995, a GPR geophysical survey was performed and three separate trenches were observed. Three of the observed anomalies were associated with SWMU B-4, and three were associated with SWMU B-4A. CSSA has relabeled SWMU B-4A as AOC 52.

AOC 52 consists of three anomalies, two of which are trenches and associated metal debris at the site.

Data Needs: Map, metal debris removal and analytical data (VOCs, and metals) for surface soils.

Rationale for Analytical Program: Based on the two trenches at the site that contain metal debris, chemicals of potential concern include VOCs, and metals. Metals (arsenic, barium, cadmium, chromium, copper, lead, mercury, nickel and zinc) are included due to the metallic nature of the waste. VOCs analysis is included in the analytical program to detect typical contaminants associated with a disposal area. SVOCs and explosives are not included at this site since no evidence of waste burning or ammunition has been found.

Closure Activities: The following activities constitute an initial investigation of the area of concern 52. This work will be completed as part of the requirements under the RCRA 3008(h) Order, but it is not currently included in any delivery order.

  1. Field map AOC 52 as described in Section 2.4.1 of the Work Plan Overview.

  2. Excavate the two trenches associated with metal debris and remove the metal debris from the site. Depending upon the type of metal observed, the debris will be recycled to the extent possible. IDW will be handled as specified in the FSP.

  3. Collect five grab surface soil samples from the excavated trenches. Each sample will be analyzed for VOCs, and metals. QA/QC samples will be collected as described in Section 2.4 of the FSP.

  4. If the results of the above work indicate that the site can be closed under RRS1 without any further investigation and/or remediation, a technical/closure report will be prepared and submitted in accordance with TNRCC closure requirements. If the site does not meet RRS1 requirements, a technical report describing the results of the investigation and recommended additional investigation and/or remediation will be prepared.
