AOC-50 Closure Report

3.1 - Conclusions and Recommendations

RFI investigation results for AOC‑50 soils indicated that the site was a disposal area for Wheelabrator waste and household waste.  The site had waste material and elevated metals concentrations.  The RFI recommended excavation and disposal of the waste material so that the site could be closed under RRS1.  Excavation activities were performed from March 2001 through April 2004.  Approximately 1,107 CY of waste material was excavated from the site and transported to Covel Gardens Landfill during this period.  Confirmation sampling was conducted after the excavation/disposal activities to verify that all waste was removed from the site.  Confirmation sampling results for chromium, cadmium, lead, and zinc indicated that soil concentrations were below background.  One copper result exceeded RRS1 after excavation was complete, but statistical analysis of copper results from the site showed the copper UCL to be 19.07 mg/kg, below RRS1.

3.2 - Evaluation of Data Quality Objectives Attainment

Overall DQOs for the investigations at CSSA are provided in Volume 1‑1 behind the RFI Addendum tab (Section 11 of the Work Plan Overview).  A detailed list of DQOs for AOC‑50, along with an evaluation of whether each DQO has been attained, is provided in Appendix D.  As described in Section 1, the main objective of the AOC‑50 closure activities was to meet TCEQ requirements for RRS1 closure and the requirements of the 3008(h) Administrative Consent Order.

All data generated during the AOC‑50 site closure were reviewed to confirm conformance with the AFCEE QAPP; the data verification reports are included in Appendix E.  All data are considered usable for site characterization purposes.
