AOC 46 Closure Report

Section 3 - Conclusions and Closure Certification

3.1 - Conclusions and Recommendations

Since the site contained residue of spent bullets and sand from a bullet trap, analytical samples were analyzed for metals. During excavation activities, 56 CY of contaminated soil were removed from the site. No subsurface debris or trash was encountered at the site. After excavation, confirmation sampling results for metals indicated that soil concentrations were above RRS1 criteria at one sampling location. Overexcavation and resampling was conducted at this location, which verified complete removal of contaminated soil.

Soil samples collected at AOC‑46 meet RRS1 criteria and verify that all contaminated soil has been removed from the site. It is recommended that AOC‑46 be closed under RRS1 closure and CSSA be released from the deed recordation requirement.

3.2 - Evaluation of Data Quality Objectives Attainment

Overall DQOs for the investigations at CSSA are provided in Volume 1‑1 behind the RFI Addendum tab (Section 11 of the Work Plan Overview). A detailed list of DQOs for AOC‑46, along with an evaluation of whether each DQO has been attained, is provided in Appendix C. As described in Section 1, the main objective of the AOC‑46 investigation was to meet TCEQ requirements for RRS1 closure and the requirements of the §3008(h) Administrative Consent Order.

All data generated during the AOC‑46 site closure were reviewed to confirm conformance with the AFCEE Quality Assurance Project Plan (QAPP); the data verification reports are included in Appendix D. All data are considered usable for site characterization purposes. Results flagged with a “J,” “F,” “U,” or “M” are considered useable.
