AOC 43 Final RCRA Facility Investigation/Closure Report

Section 3 - Conclusions and Recommendations

3.1 - Conclusions

AOC-43 is a 0.6-acre area identified as a possible munitions waste disposal area due to the presence of miscellaneous munitions waste found on the surface during field investigations conducted in February 1996 for SWMU B-7. A geophysical survey was conducted at AOC-43 in December 1999 and three surface soil samples were collected in March 2001.

No anomalies potentially associated with past waste management activities were identified at AOC-43 during the geophysical survey. No explosives were reported and no metals were reported above RRS1 criteria in the three surface soil samples collected during the site investigation. Therefore, AOC-43 is not believed to be a munitions waste disposal area.

3.2 - Evaluation of Data Quality Objectives Attainment

Overall data quality objectives (DQOs) for the investigations at CSSA are provided in Volume 1-1 behind the RFI Addendum tab (Section 11 of the Work Plan Overview). A detailed list of DQOs for AOC-43, along with an evaluation of whether each DQO has been attained, is provided in Appendix C. As described in Section 1, the main objectives of the AOC-43 investigation were to determine if the site meets TCEQ requirements for RRS1 closure and to meet requirements of the 3008(h) Administrative Consent Order.

All data generated during the AOC-43 investigation were reviewed to confirm conformance with the AFCEE QAPP. The data verification report is included in Appendix B. All data are considered usable for site characterization and closure purposes. Some results are flagged with an “F.” These results are usable as the analyte was positively identified, but the associated concentration numerical value is below the RL. In addition, some results are flagged with a “J,” these results are usable since the estimation of quantitation does not significantly affect the sample results. 

3.3 - Recommendations

Analytical results indicate that no COCs above RRS1 criteria in the three soil samples collected from AOC-43 and there was no visible evidence of past waste disposal activities remaining at the site. Therefore, RRS1 closure criteria have been attained. No contamination was detected during this investigation and no site restoration is considered necessary. CSSA therefore requests TCEQ approval of RRS1 closure of AOC-43.
