Final AOC-38 Closure Report

Section 3 - Conclusions and Closure Certification

3.1 - Conclusions and Recommendations

There are no records indicating that the AOC‑38 area was ever used for waste disposal, nor are there any surface indications of waste or trenches. Following the 1995 soil gas survey results obtained during investigation of the “South Pasture” area southwest of Well CS-16 (now designated as AOC‑38), surface soil samples were collected in January 2000. These samples were collected to evaluate the occurrence of chlorinated hydrocarbons in a soil gas plume in the vicinity of Well CS‑16. No VOCs were detected above RLs in the 60 surface soil samples collected at the site, indicating that the source of the soil gas plume in the vicinity of Well CS‑16 originates from waste management units other than AOC‑38. In addition, groundwater contamination in CS-4 is not attributed to AOC‑38 since the site does not contain a VOC source. Soil gas results collected within and in the vicinity of AOC‑38 show the contamination is associated with Well CS‑16.

The geophysical anomaly identified in the northeast corner of the site was excavated and no subsurface waste was identified. In addition, test pits were dug in areas that produced geophysical fluctuations during the geophysical survey. No buried waste was identified in these areas. Surface metal debris presumably washed down into the site area during precipitation events, appears to have caused the geophysical anomalies. Because excavation activities confirmed no subsurface waste at the site, and all of the RFI soil concentrations were below the respective RLs, the site meets the requirements for RRS1 closure and closure of AOC‑38 under RRS1 is recommended.

3.2 - Evaluation of Data Quality Objectives Attainment

Overall DQOs for the investigations at CSSA are provided in Volume 1‑1 behind the RFI Addendum tab (Section 11 of the Work Plan Overview). A detailed list of DQOs for AOC‑38, along with an evaluation of whether each DQO has been attained, is provided in Appendix A. As described in Section 1, the main objective of the AOC‑38 closure activities was to meet TCEQ requirements for RRS1 closure and the requirements of the 3008(h) Administrative Consent Order.
