Section 3 - Conclusions and Closure Certification

3.1 - Conclusions and Recommendations

RFI investigation results for SWMU B‑30 soils indicated the presence of a subsurface geophysical anomaly, various waste material, and elevated metals concentrations. The RFI recommended excavation and disposal of the waste material, including excavation of Anomaly B, so that the site could be closed under RRS1. Confirmation sampling was to be conducted after the excavation/disposal activities to ensure that all waste was removed from the site. Excavation and disposal activities were performed from November 2003 to May 2004. Waste removed from the site included scrap concrete, a rusty drum, spent ammunition debris, and construction debris.

RFI results for soil at SWMU B-30 sample location RW-B30-SS03 indicated elevated concentrations of copper, zinc, and lead (Table B30-1 and of the SWMU B-30 RFI Report). After all waste and waste residue were removed, confirmation samples were collected from the excavation sidewalls and bottom. These samples all met RRS1 criteria.

RFI results also indicated metals concentrations very slightly above background in bedrock at two borings. The barium concentration at RW-B30-SB01 exceeded the Glen Rose Limestone background level by 1.1 mg/kg, and the cadmium concentration exceeded by 0.03 mg/kg. At RW-B30-SB03, the nickel concentration exceeded background by 1.1 mg/kg. These extremely slight exceedances do not warrant further action. Only common laboratory contaminant VOCs and SVOCs were detected in these borings. Therefore RRS1 closure is recommended.

3.2 - Evaluation of Data Quality Objectives Attainment

Overall, DQOs for the investigations at CSSA are provided in Volume 1-1 behind the RFI Addendum tab (Section 11 of the Work Plan Overview). A detailed list of DQOs for SWMU B‑30, along with an evaluation of whether each DQO has been attained, is provided in Appendix C. As described in Section 1, the main objectives of the SWMU B‑30 investigation are to determine if the site meets TCEQ requirements for RRS1 closure and to meet requirements of the 3008(h) Administrative Consent Order.

All data generated during the SWMU B‑30 investigation were reviewed to confirm conformance with the AFCEE QAPP; the data verification reports are included in Appendix D. All data are considered useable for site characterization purposes. Although several results are flagged with a “J”, “F”, or “M”, these results are considered usable because estimation of the quantitation does not significantly affect the sample results.
