Section 3 - Conclusions and Closure Certification

3.1 - Conclusions and Recommendations

SWMU B‑12, a former borrow pit quarry, was used in the past for disposal of scrap metal and other waste material.  Based on visual observations at the site and results of the SWMU B‑12 RFI report, there was potential contamination at the site embankment and the area adjacent to the embankment.  Therefore, the RFI report recommended removal of the metal debris and the potentially contaminated soils for closure under RRS1 criteria.  Confirmation sampling was to be conducted after the excavation/disposal activities to ensure that all waste was removed from the site.

Excavation of the soil was conducted during late 2003 and early 2004, and waste characterization sampling indicated that the excavated soils were hazardous due to high levels of lead.  To stabilize leachable metals in the stockpiled soil from the excavation was treated with phosphate.  Additional waste characterization sampling after treatment indicated that the soils met Class 2 criteria.  A total of 2,700 CY of waste and soil were removed from the site.

Initial confirmation sampling for fluoranthene and metals indicated that copper, lead, and zinc exceeded RRS1 at some sampling locations.  The site was then re‑scraped and re‑sampled.  Additional confirmation samples taken in May 2004 indicated that copper, lead, and zinc levels met RRS1 criteria.  Therefore, no additional soil removal is necessary.

3.2 - Evaluation of Data Quality Objectives Attainment

Overall DQOs for the investigations at CSSA are provided in Volume 1‑1 behind the RFI Addendum tab (Section 11 of the Work Plan Overview).  A detailed list of DQOs for SWMU B‑12, along with an evaluation of whether each DQO has been attained, is provided in Appendix C.  As described in Section 1, the main objectives of the SWMU B‑12 investigation are to determine if the site meets TCEQ requirements for RRS1 closure and to meet requirements of the 3008(h) Administrative Consent Order.

All data generated during the SWMU B‑12 investigation were reviewed to confirm conformance with the AFCEE QAPP; the data verification report is included in Appendix D.  All data are considered useable for site characterization purposes.  Results flagged with a “J,” “F,” or “M” are considered usable.  All of the initial calibration, second source verification and internal standard criteria were within quality control limits, as described in the data verification report.
