7th Quarterly Progress Report

Corrective Measures Implementation

The purpose of the Corrective Measures Implementation (CMI) is to design, construct, operate, maintain, and monitor the performance of corrective measure(s) selected to protect human health and the environment.  The CMI consists of a CMI Program Plan, Corrective Measure Design, Corrective Measure Construction, and Reports.  The CMI is estimated to represent approximately 30% of the required actions at CSSA.  The CMI includes implementation of the program plan (5% of CMI), corrective measure design (15%), corrective measure construction (70%), and reports (10%).  The CMI has not yet been initiated.

Task XI:  Corrective Measure Implementation Program Plan

This CMI Program Plan task includes preparation of a Program Management Plan and an update to the Community Relations Plan.  The Program Management Plan will document the overall strategy for performing the design, construction, operation, maintenance, and monitoring of corrective measures.  The Community Relations Plan will be updated to reflect knowledge of citizen concerns.  In addition, a public notice and fact sheet will be distributed at the completion of the engineering design.

Completion of this task is not funded.  This task makes up approximately 5% of the CMI phase.  It was not active during Quarter 7, and no actions are anticipated during Quarter 8.

Task XII:  Corrective Measure Design

This Corrective Measure Design task includes preparation of a report which will address requirements necessary to implement the selected corrective measures, as defined in the CMS.  It will include design plans and specifications, an operation and maintenance plan, a cost estimate, project schedule, construction quality assurance objectives, health and safety plan, and design phases.

Completion of this task is not funded.  This task makes up approximately 15% of the CMI phase.  It was not active during Quarter 7, and no actions are anticipated during Quarter 8.

Task XIII: Corrective Measure Construction

This Corrective Measure Construction task includes preparation of a construction Quality Assurance Plan to ensure, with a reasonable degree of certainty, that a completed corrective measure meets or exceeds all design criteria, plans, and specifications.  The plan will describe the responsibility and authority of all organizations involved in the construction, inspection activities, and sampling requirements.  Upon completion of the plan, the corrective measures will be constructed and implemented according to the plan.

Completion of this task is not funded.  This task makes up approximately 70% of the CMI phase.  It was not active during Quarter 7, and no actions are anticipated during Quarter 8.

Task XIV: Reports

Reports associated with the CMI include progress reports, a CMI Program Plan, CM Design Report, Construction Quality Assurance Plan, and a final Corrective measure Implementation Report.

Completion of this task is not funded.  This task makes up approximately 10% of the CMI phase.  It was not active during Quarter 7, and no actions are anticipated during Quarter 8.

Schedule

A master schedule detailing all of the required environmental activities specified in the Order, along with project activities under contract, was included in the Quarter 2 Progress Report.

Specific activities planned for the next quarter were described in the preceding sections.

Project Tasks and costs incurred to date

Work at CSSA is currently being conducted under eight projects.  The tasks included in each project and the percent complete are included in the Table 1.  As required by item VI.5.h of the order, a statement reflecting the percentage of work accomplished thus far within the fiscal year and the percentage of funds expended to date will be reported in the progress report for Quarter 3 and every third progress report thereafter.  A fiscal update, through Quarter 6, was included as Attachment 4 in the Quarterly Report for Quarter 6.

Other

Technical Interchange Meeting (TIM) #3 for RL53 was held at Parsons ES on November 20, 2000.  Those in attendance included representatives from CSSA, AFCEE, Informatics, and Parsons ES.  In that meeting, discussion on the completion efforts, to date, regarding CSSA’s GIS were presented.  Additionally, discussions of the comments regarding the draft electronic environmental encyclopedia were reviewed.  Plans for the completion of both the GIS and the electronic environmental encyclopedia were discussed and specific tasks delegated.

On December 15, 2000, a working meeting was held at CSSA to discuss analytical packages.  Attendees included representatives from CSSA, AFCEE, Informatics, and Parsons ES.  AFCEE’s concerns regarding data packages submitted to date were discussed and actions were agreed.  Parsons ES is reviewing all data packages and taking the agreed actions prior to resubmittal of ITIRs to AFCEE.  Parsons ES is adding a “Data Usability” section to each Data Validation Summary Report.  Definitions of “data verification,” “data validation,” and “reviewed data” were provided by AFCEE during the December 15, 2000 meeting and are summarized below:

Data verification is a technical review of the data by the contractor to determine if the analyses were conducted in accordance with the AFCEE QAPP.  Data qualifiers are also added to the results in accordance with the AFCEE QAPP.  A data validation summary report is initiated by the data verifier and a verification checklist is completed.

Data validation includes a confirmation by the contractor that the data verification is accurate.  In addition, the data validation summary report is reviewed and completed with the addition of a “Data Usability” section.

Reviewed data has been reviewed by AFCEE to verify the accuracy of contractor’s verification and validation processes

The Draft Public Communication Plan drafted by the U.S. Army Corp of Engineers, Fort Worth District was provided to CSSA for review and comment.  CSSA provided comments to the Army Corp and the Draft Plan was finalized in January 2001.

The Army Corps traveled to CSSA during the week of January 22, 2001 to discuss possible options regarding well head treatment for off-site wells impacted by VOCs.

Parsons ES provided a Draft Camp Stanley Drought Contingency Plan for review and comment.
