This quarterly progress report for CSSA, Texas, U.S. EPA Identification Number TX2210020739, is submitted in accordance with the Administrative Order on Consent (Order) issued to CSSA on May 5, 1999 pursuant to §3008(h) of the Solid Waste Disposal Act, as amended by RCRA, and further amended by the Hazardous and Solid Waste Amendments of 1984, 42 U.S.C. §6928(h). This report encompasses the fifth progress report period for the project and includes progress on the project from August 1, 2000 through October 31, 2000 (Quarter 6). Subsequent progress reports will continue to be submitted on a quarterly basis.

This report details work completed on tasks associated with four project phases outlined in the order. Phase names and task names listed below are taken directly from the Order. For each active task, the information requested in the Order is provided in this report. If the task is not yet active, that is also noted.

Order work tasks fall under four basic categories: Interim Measures, RCRA Facility Investigation, Corrective Measures Study, and Corrective Measures Implementation. To meet the requirements of the Order, it is estimated that the majority of the work efforts will be part of the RCRA Facility Investigation and the Corrective Measures Implementation. As described in the first Quarterly Progress Report (reporting period: May 1, 1999 - July 30, 1999), Interim Measures, RCRA Facility Investigation, and Corrective Measures each account for approximately 30% of the Order tasks. The remaining 10% consist of the Corrective Measures Study.

Schedule

A master schedule detailing all of the required environmental activities specified in the Order, along with project activities under contract, was included in the Quarter 2 Progress Report.

Specific activities planned for the next quarter were described in the preceding sections. 

Project Tasks and Costs Incurred to Date

Work at CSSA is currently being conducted under eight projects. The tasks included in each project and the percent complete are included in Table 1. As required by item IV.5.h of the Order, a statement reflecting the percentage of work accomplished thus far within the fiscal year and the percentages of funds expended to date will be reported in the progress report for Quarter 3 and every third progress report thereafter. A fiscal update, through Quarter 6, is included as Attachment 4.

An on-site GIS presentation was made to CSSA and AFCEE on August 17, 2000. The presentation included a demonstration to the CSSA Commander and the facility engineering department. The presentation illustrated the concepts of utilizing GIS in the work place, and the applications already available through the infrastructure portion of the CSSA database. The environmental portion of the database was discussed with CSSA and AFCEE environmental staff. Issues regarding the compatibility between the TSSDS and ERPIMS data structures were identified and discussed. A demonstration of the data entry system was also provided. In addition, QA/QC procedures for both field sampling and data entry were discussed. The frequency at which duplicates and MS/MSD samples are submitted were reviewed, and it is was agreed that the program will continue under the same procedures.

Technical Interchange Meeting (TIM) #4 for RL74 was held at CSSA on September 5, 2000. Those in attendance included representatives from CSSA, AFCEE, WPI, and Parsons ES. In that meeting, an overall project status update for each currently funded project at CSSA was given. Parsons also provided an update regarding those IM activities currently being performed at SWMU B-10, and the estimated costs and actions necessary to complete the excavation activities based upon the changing field conditions. Reporting format and content for the Soil Pile Disposition Assessment Report and the O-1 IM/Closure Report were discussed.

On October 5, 2000 Parsons ES installed the CSSA GIS database, spatial (map) files, and a customized ESRI ArcView project for decision support at AFCEE. The visit included the uploading and testing of the GIS to the AFCEE SQL Server, as well as instruction in implementing the Graphical User Interface (GUI) for the retrieval and display of environmental sampling and analysis data from the GIS database.

During Quarter 6, CSSA and AFCEE finalized the Scope of Work for a new AETC RFI delivery order (DO 5084). New tasks included in this delivery order will include Phase II RFIs at AOCs 65 and 67, as well as a soil gas survey in the southwest quadrant of CSSA. Also included in this delivery order will be four rounds of onsite monitoring and six rounds of monitoring at 20 offsite locations, and a Drought Contingency Plan. The new delivery order will also fund the continuation of the TIMs, Community Relations Plan updates and fact sheets, and Quarterly Progress Reporting. The kick-off meeting for this delivery order was held at CSSA on October 3, 2000.
