This quarterly progress report for Camp Stanley Storage Activity (CSSA), Texas, U.S. Environmental Protection Agency (EPA) Identification Number TX2210020739, is submitted in accordance with the Administrative Order on Consent (Order) issued to CSSA on May 5, 1999 pursuant to §3008(h) of the Solid Waste Disposal Act, as amended by the Resource Conservation and Recovery Act (RCRA), and further amended by the Hazardous and Solid Waste Amendments of 1984, 42 United States Code (U.S.C.) §6928(h). This report is the first progress report for the project, and it includes progress on the project from May 1, 1999 through July 30, 1999. Subsequent progress reports will be submitted on a quarterly basis.

This report details work completed on tasks associated with four project phases outlined in the order. Phase names and task names listed below are taken directly from the Order. For each active task, the information requested in the Order is provided in this report. If the task is not yet active, that is also noted.

Also included in this progress report is a discussion of the overall schedule for CSSA’s environmental program and costs incurred to date. The progress report for Quarter 2 will include a comprehensive GANTT chart showing the schedule for all of the planned environmental activities, as well as a site- and activity-specific analysis of costs incurred to date.

In addition, since this is the first quarterly progress report delivered in accordance with the Order, a project team chart is included. In addition, telephone numbers and addresses of all members of the project team is also included.

Order work tasks fall under four basic categories: Interim Measures, RCRA Facility Investigation, Corrective Measures Study, and Corrective Measures Implementation. To meet the requirements of the Order, it is estimated that the majority of the work efforts will be part of the RCRA Facility Investigation and the Corrective Measures Implementation. The relative proportion of each of the project in relation to the overall work effort is shown in the piechart below.

Schedule

A master schedule detailing all of the required environmental activities specified in the Order, along with project activities under contract, is currently being prepared, and will be included in the next quarter’s progress report.
