TIM #8 Meeting at Parsons
A summary of the action items reached in the May 1, 2003, meeting regarding the status of remaining tasks on all active projects is included below. The meeting agenda is provided in Attachment 1.
RL17 Update:
The status of RL17 (Attachment 2) was discussed, including a financial update, the summary of the SWMU/AOC status review, the potential for additional sampling with available. Results for recent additional sampling at SWMUs B-8, B-34, and Bldg 43 were discussed. Action items resulting from the RL17 discussions were:
Action Item: Due to unanticipated elevated concentrations of lead at SWMU B-8, CSSA requested that, for the upcoming SWMU Closure Project (TO0019), SWMU B-8 be replaced with AOCs 38 and 41.
Action Item: Parsons will conduct additional soil sampling and analysis using field test kits at SWMUs B-8 and possibly Building 43 to better define the extent of contamination.
Action Item: Parsons will research the possible use of Texas Railroad Commission rules for addressing lead contamination along the railroad tracks at SWMU B-34.
Action Item: CSSA considers the B-3 SVE Test Report submitted in November 2001 to be the final version of the document; therefore, Parsons will clarify this in the May 2002 RL17 monthly progress report.
RL74 Update:
The status of RL74 (Attachment 3) was discussed and included a discussion of the financial status, the schedule for completion of tasks, the groundwater model linking task, Bldg 40 closure, and the upcoming new aerial photograph of CSSA. Action items resulting from the RL74 discussions included:
Action Item: Parsons will continue coordination with Terrapoint to arrange for a late May aerial photograph.
Action Item: Parsons will wash floors in Building 40 and collect sample of rinsate water to verify that all waste residue has been removed. Following analysis and validation, a closure report will be prepared.
Action Item: Parsons will discuss the groundwater model task with Steve Rosello (Parsons modeling expert) and CSSA to determine the most cost-effective and efficient means to achieve CSSA’s goals (visual representations of the groundwater conceptual site model).
RL53 Update:
The status of RL53 (Attachment 4) was discussed and included the financial status and status SWMU B-10 draft closure report. Additional waste removal and sampling has been completed, and the final closure report is currently being prepared. After the final B-10 report has been submitted, the project will be complete.
Action Item: Parsons will complete the final SWMU B-10 Closure Report.
RL83 Update:
RL83’s financial and project status (Attachment 5) was discussed, as well as the Soil Pile Disposition Assessment task and the Conceptual Site Model. The outline of the CSM Report was discussed. Action items resulting from the RL83 discussions included:
Action Item: Parsons will prepare final Well Installation Report, pending AFCEE comments. CSSA comments were received on April 26, 2003.
Action Item: Parsons will prepare final Soil Pile Disposition Assessment report, pending CSSA and AFCEE comments. Bench-scale treatability studies will then be conducted at SWMUs B-24 and B-28. Recent B-8 results indicate that a treatability study may also be appropriate at this site.
Action Item: Parsons will prepare final SWMU B-23A RFI Report, pending CSSA and AFCEE comments.
Action Item: CSSA would like to conduct further SVE O&M at SWMU B-3 under this delivery order. Parsons will discuss possible modification to project to conduct this work at SWMU B-3 instead of additional off-post groundwater sampling, which is no longer needed under this project.
TO79 Update:
The status of the task order TO79 (Attachment 6) was discussed. Other discussion items included LAN support activities, status of encyclopedia updates and the April Quarterly Progress Report. Action items resulting from the TO79 discussions included:
Action Item: Parsons to prepare final April Quarterly Progress Report.
TO42 Update:
The status of task order TO42 (Attachment 7) was discussed. The well installations, groundwater monitoring reports, fact sheets, and the SOP for electronic data management were discussed. A schedule for the June 2003 groundwater monitoring event was confirmed. A discussion of whether TO42 electronic data issues can cover LAN support visits occurred. The remaining wells to be installed under TO 42 were discussed, specifically the schedule, budget issues, and concerns for the off-post well installation to be conducted on the private well owners’ property. Additional labor costs needed for the well installation activities were discussed and plans to reallocate funds to complete the drilling wbs. Action items resulting from the TO42 discussions included:
Action Item: Evaluate budget remaining on the Information Management subtask to determine if LAN support visits can be included.
Action Item: Research costs for providing alternate source of drinking water during off-post well installation.
Action Item: Discuss options for reallocation of funds on the drilling wbs (04) with AFCEE and the contracting officer.
TO58 Update:
The status of task order TO58 (Attachment 8) was discussed. The status of each task was discussed in detail, focusing on physical percent complete and remaining activities. Four TIM meeting remain (one with Ross Miller, technical director), one regulatory support meeting, and two Karst support meetings remain. One fact sheet also remains. The topic of the final fact sheet under this task order will present treatability study results. The schedule for completing the subslab and SVE system treatability study was discussed. Subslab SVE system testing has been completed, and at least 3-4 more months remain in the AOC-65 SVE treatability study. The groundwater recharge study is on hold pending approval of sampling Standard Operating Procedures (SOPs) and the actual need for significant rainfall. Gary Cobb also presented options for telemetry for the weather station to determine if CSSA wanted a system set up on both weather stations, or just the AOC-65 weather station. Action items resulting from the TO58 discussions included:
Action Item: Complete draft geophysical test report for distribution to CSSA and AFCEE for review.
Action Item: Procure telemetry for weather station, and set up system to retrieve the data in real-time.
Action Item: Finalize DQOs for shallow groundwater recharge study, the associated SOPs, and train sufficient Parsons and CSSA staff so that a large number of individuals are available to collect samples when rainfall events of sufficient magnitude trigger the need to conduct groundwater samples on short advance notice.
TO0009 Update:
The status of task order TO0009 (Attachment 9) was discussed. The low water crossing near AOC 55 was completed and preparations are being made to start the sifting and contaminated soil removal actions. Concerns were noted regarding the availability of UXO technicians due to the Iraq war. A cost modification was sent to Herminia Ruiz, Contracting Officer, for unexpected field conditions regarding the mechanical sifting of the soils within AOC 55. Action items resulting from the TO0009 discussions included:
Action Item: Provide CSSA with a schedule regarding the sifting and removal efforts.
TO 0012 Update:
The status of task order TO0012 (Attachment 10) was discussed. Schedule of activities were discussed. All efforts remain for this project and scheduling will need to be coordinated with CSSA and Sanchez (subcontractor installing the bullet trap within Building 90). Action items resulting from the TO 0012 discussions included:
Action Item: Coordinate a schedule with CSSA regarding the metal backdrop removal within the East Pasture and removal efforts within Building 90.
Other Topics:
The status of the Archaeology Project (Attachment 11) was briefly discussed. The Memorandum of Agreement is currently be reviewed by CSSA’s legal staff. Another topic discussed was the anticipated TO 0019. An additional action item includes:
Action Item: Based on recent results of surface soil sampling at SWMU B-8, it is apparent that the extent of surface soil contamination has not been determined. This site is included in the SOW for the new TO 0019. CSSA asked that this site be replaced with AOCs 38 and 41 in the proposal since RRS1 closure of SWMU B-8 will require excavation and removal of far more than 250 cubic yards.
